The South Dakota Tobacco Control Program (TCP) offers a variety of funding opportunities throughout the year.
Request for Application Decision Tool 2024-2025
The South Dakota Tobacco Control Program (TCP) offers multiple funding opportunities on the same funding cycles – the Tobacco Youth & Community Engagement RFA, the Tobacco Disparities RFA, and the Youth Tobacco Prevention Toolkit Mini Funding.
This tool is intended to assist potential applicants in deciding which funding opportunity best fits their chosen tobacco prevention and cessation activities. Please note that approved curriculum programming funds can only be used for a facilitator stipend.
Tobacco Youth & Community Engagement
- Purpose: To support local community and organization-based efforts, promote implementation of the SD TCP State Plan, and foster collaboration among organizations across the state to ultimately reduce the toll of tobacco use in South Dakota.
- $25,000 funding max, $5,000 minimum
- Applications open in January, close in March
- 9 awarded recipients in the previous funding cycle
- Focus on youth and young adults
- Work plan activities required in at least one of Tobacco Control State Plan goal areas
- Provides extensive guidance in activity selection using evidence-based strategies
- Coverage area can be from organization level to statewide.
- Direct impact on youth, young adults, and communities.
- Large focus on implementing evidence-based practices and interventions
- Scoring: most weight given to work plan and budget
- RFA Coordinators: Regional Tobacco Prevention Coordinators
- RFA contract with Regional Tobacco Prevention Coordinator

Tobacco Disparities
- Purpose: To promote health equity by incorporating a long-term change aimed at reducing disparate tobacco use among the SD TCP priority populations
- $25,000 funding max, $5,000 minimum
- Applications open in January, and close in March
- 10 awarded recipients in the previous funding cycle
- Focus on TCP Priority Populations including Native Americans, Pregnant and Postpartum Women, People with Low SES, and Behavioral Health populations.
- Work plan activities required in at least one of the following categories: Prevention, Cessation, and Tobacco Exposure
- Encourages individualized work plans using evidence-based practices and techniques
- Coverage area can be from organization level to statewide
- Can be led by a single organization or coalition
- Direct impact on the TCP priority populations other than youth and young adults.
- Large focus on population-specific education, policies, and interventions
- Scoring: most weight given to budget and activity narrative
- RFA Coordinator: Tobacco Disparities Coordinator
- RFA contract with the State of South Dakota

Youth Tobacco Prevention Toolkit Mini Funding
- Purpose: To provide the opportunity to schools and organizations that work with youth funds to implement tobacco control education activities, policies, and curriculums into their school, organization, and/or community.

- Funding Period: December 12, 2024- April 30, 2025

Eligibility Funding has been split into three categories (Policy, Curriculum Implementation, Educational Activities). Applicants may select more than one category if the maximum request of funding does not exceed $5,000.

Overview

Funding Changes in 2024-25
- Stipends have been changed to $23/hour as the max rate. Justification for higher stipends can be provided but is not guaranteed to be awarded. If higher stipends are not accepted, we will alter their budget to the $23/hour rate.
- LifeSkills will no longer be funded in this grant. If wanting to have LifeSkills in your workplan please refer to the TYCE grant

Overview
The Tobacco Youth & Community Engagement (TYCE) funding opportunity is designed to focus on engaging youth and young adults as well as their community in tobacco efforts including tobacco prevention (including e-cigarettes) and cessation. Requests for applications should focus their efforts on supporting and implementing evidence-based interventions and activities specifically for youth (under 18 years old), young adults (18-24 years old), or community-based efforts to learn about tobacco prevention and cessation.
Funding Changes in 2024-25
- Updated media guidelines (including a timeline of submitting requests, allowance of social media, media budget limit up to 50% of total budget).
- Technical assistance will be available until 3 p.m. CT on submission date”. The last few years we’ve had people trying to contact after 5 p.m.
- Updated budget template
- Stipends has been changed to $23/hour as the max rate. Justification for higher stipends can be provided but is not guaranteed to be awarded. If higher stipends are not accepted, we will alter their budget to the $23/hour rate.
- Added definition to the administrator fees.

Overview
Missouri Breaks Research and the Čaŋlí Coalition of Cheyenne River Sioux Tribe request applications for Tobacco Mini Funding Opportunities.
This funding opportunity will support tobacco events and activities for American Indian populations in South Dakota. Anything found on the Čaŋlí Coalition’s Tribal Tobacco Advocacy Toolkit is eligible for funding.
A few ideas include:
- Build a tobacco coalition
- Collect & share data
- Develop and promote a tobacco media campaign
- Plan and host a tobacco event
- Implement a secondhand smoke policy
These mini-funding opportunities are reserved for:
- Federally recognized tribes located in South Dakota
- Private businesses, schools or organizations serving American Indian populations in South Dakota
- Individuals intending to serve American Indian populations in South Dakota
